OCC grants final approval for Circle National Trust, a federal trust bank

The Office of the Comptroller of the Currency gave final approval to Circle's application to establish First National Digital Currency Bank, N.A., which will operate as Circle National Trust. The charter follows conditional approval in December 2025. At opening the bank will offer fiduciary digital asset custody for Circle and its affiliates, and managing the USDC reserve is a planned future capability.
