Meta agrees to pay up to $17B to states over teen safety, with time limits and notification blocks

A 51-attorney-general coalition announced a proposed settlement under which Meta would pay up to $17 billion to the states over ten years and make default changes for users under 18. The deal sets a two-hour daily limit that only a parent can lift, notification blocks at night and during school hours, and robust age checks. It still needs court approval through a consent judgment, so the cash and product changes are not final.

  • Up to $17B payable to states over ten years; California's share $1.5-2.1B if approved
  • Default two-hour daily limit for under-18 users, liftable only by a parent
  • Notifications blocked 10pm-7am and during the school day for under-18 users
  • Robust age assurance and removal of users under 13; likes hidden from under-18 users
  • Still subject to court approval through entry of a consent judgment
