Senate cloture on CLARITY Act fails 49-50, 11 votes short of 60
On September 15, 2026 the Senate rejected cloture on the motion to proceed to H.R. 3633, the CLARITY Act, by 49 to 50, 11 votes short of the 60 needed. All 49 yes votes came from Republicans, no Democrat voted yes, and four Republicans including Thom Tillis voted no. The failure pushes passage of the crypto market-structure bill further out, and a motion to reconsider keeps it on the calendar.
